Structural Team


With more than 20 years of experience as a civil designer, Mr. McMillion brings a great deal of expertise to any project.  He provides design and production services for new construction projects, site improvements, evaluations, and feasibility studies.  He has worked extensively with Baltimore City and Maryland state agencies, and he is knowledgeable of local standards and regulations.  Mr. McMillion prepares stormwater management and erosion/sediment control plans, Developer’s Agreements and permits, and he also performs on-site services such as traffic counts, utility research, field condition surveys, pre-engineering documents, site layout, and construction verification inspections.  Mr. McMillion specializes in educational projects, utilities, water/wastewater services, and correctional and municipal facilities.

Mr. Twigg is a skilled civil engineer and project manager with more than 20 years of experience providing site design services on an array of projects.  As a licensed engineer in both Maryland and Pennsylvania, he is knowledgeable of local regulations and permitting guidelines.   Mr. Twigg’s expertise includes grading, site layout, ADA accessibility, utilities, as well as MDE review processes, such as stormwater management, erosion/sediment control, waterway construction, and joint permit applications.  He is capable of managing multiple projects successfully, providing design and coordination services from early design through construction management.  Mr. Twigg works with both private and public sector clients, and his projects experience extends to universities, roadways, medical buildings and laboratories, schools, and residential communities.

As an experienced professional engineer, Mr. Shannon has become a lead project manager for Carroll Engineering’s civil department.  Having worked on commercial and institutional site development projects throughout the mid-Atlantic region, he is proficient in developing site designs in accordance with state and local regulations.  His extensive knowledge of the most current permitting and environmental regulations is a valuable asset to our team and our clients.  Mr. Shannon has developed site designs and solutions for a variety of Maryland’s local and state jurisdictions, and he will swiftly navigate environmental permitting processes.  He specializes in stormwater management, grading, erosion/sediment control, hydrological and hydraulic analysis, utilities, and ADA accessibility.  Mr. Shannon graduated from Southern Polytechnic State University in 1998 with a degree in Civil Engineering Technology.

With a strong landscape architecture background, Ms. Fishman coordinates with CEI’s in-house civil engineering team to lead a project from conceptual design to completion.  A 2004 graduate of the University of Maryland, her expertise extends to site analysis, site design, land-use designs, forest stand delineation and forest conservation plans, environmental analysis, and landscape plans.  Ms. Fishman also provides supporting services for stormwater management and erosion/sediment control plans.  As a LEED Green Associate and a certified Maryland Department of Natural Resources Qualified Professional, Ms. Fishman provides insight on the latest environmental regulations and design innovations.  She has worked in the commercial, residential, educational, and municipal sectors, and is experienced with urban, suburban, and rural sites.

Mr. Lutz is a skilled civil engineer, with extensive and diverse experience providing designs for a variety of site elements including utility infrastructure, paving, and grading.  He has experience providing assessments, site improvement designs, water resources engineering, capital improvement plans, and land development engineering.  With more than 15 years of experience, Mr. Lutz has worked with a variety of public and private clients, and he is familiar with MDE regulations and permitting processes for stormwater management and erosion/sediment control.  He is experienced in AutoCAD, including Civil 3D, and efficiently prepares hydrologic and hydraulic calculations for stormwater management conveyance infrastructure and water quality/quantity treatment facilities.  Mr. Lutz is a 2007 graduate of Colorado State University, where he earned a Bachelor’s Degree in Watershed Science.
