The Harry and Jeanette Weinberg Housing and Resource Center, located at 620 Fallsway in Baltimore, is the city’s largest year-round emergency homeless shelter and serves nearly 350 people per day.  CEI provided structural services for the adaptive re-use of this former DOT Garage, now serving as a 300-bed shelter and administrative headquarters for the city’s Office of Homeless Programs.  

Our team completed a structural physical condition assessment and code analysis of the existing, 21,500-GSF garage, in order to provide a narrative of overall structural rehabilitation goals to the Project Architect.  Carroll Engineering also helped in offering cost-effective solutions for three proposed additions, including a stair and elevator tower, new entrance lobby, and a 12,000-GSF third floor with a 25-bed convalescent center.  The project also involved removal and reconstruction of upper floors in the existing building.  The renovated structure is certified as LEED Silver by the U.S. Green Building Council.
